"There aren't a lot of big changes, just some modified conditions to consider," Westmoreland Zoning Administrator Robert Fink told The Journal when negotiations between Leedstown Road mudbog operator Frank Iannarelli and four sets of neighbors were concluded.
Neighbors participating in the negotiations that followed the July 7 public hearing on Iannarelli's request to offer additional mud and dirt racing activities on the 14-acre Business General, BG, property had previously made it known to members of the county government that already permitted mudbog activities disrupted that neighborhood. Other activities on the mudbog operator's adjacent larger parcel have been similarly criticized in public meetings.

Fink described uses currently in place on Iannarelli's BG tract as an All Terrain Vehicle (ATV) activity area, concession stand, parking area, viewing area and portable toilets.
Proposed additions included in the Special Exception request are development of a football and baseball field and two sand or dirt tracks where trucks would race.
In an interview several months ago, Iannarelli told The Journal he wanted people to be able to come to his property and enjoy themselves. He intimated at that time that he was having discussions with one or more members of the county government to consider development of ball playing fields for children.
Not much was said about the ball playing fields during the commission's June 28 work session and July 7 public hearing that concerned Iannarelli’s most recent request.
What is remembered is developer Rich Ward's unfulfilled proffer to provide the county with a complex of ball fields. The sports complex proffer was one of the conditions attached to the county government's approval of developer Ward's rezoning request.
Ward's plans to create a major subdivision immediately outside the Town of Colonial Beach did not come to fruition. The developer purchased and cleared a tract of land fronted by State Route 3 immediately opposite the entrance to Westmoreland State Park. The land disturbing activities resulted in punitive action from the state government and the children of Westmoreland County didn't get the playing fields the county hoped would be in use by now.
The Planning Commission meeting that begins at 1:30 p.m. next Monday afternoon, Aug. 2, in A.T. Johnson auditorium will include release of the new set of conditions attached to any approval of Iannarelli's new land use request. There will be no public comment opportunities, according to Commission Chair John Felt. The advertised hearing period ended July 7.
