A Board of Supervisors December 2009 agenda item resulted in discussion of United Water Virginia’s State Corporation Commission application to more than double the fee it charges its water customers in Westmoreland subdivisions such as Glebe Harbor, Cabin Point, Ebb Tide Beach, Berkeley Beach and Potomac and Westmoreland Shores.
During the board’s December 2009 discussion, District 4 Supervisor Woody Hynson recalled prior county government and community efforts to fight United Water Virginia successors’ rate increase proposal and characterized the large company as a group of “water pirates.” All members of the Board agreed to oppose the fee increase proposal in 2010.
Last Tuesday the county government announced intentions to meet with Westmoreland’s United Virginia water customers on Jan. 20 in order to develop a strategy for fighting the proposal when the State Corporation Commission hears the question. County government later released the correspondence it sent last week to county subdivisions served by that provider.

Property owners throughout Westmoreland County are reacting as never before to a set of values returned last month by the county government’s Pearson Appraisal Service reassessment team. The results are in and reassessment notices have been distributed to property owners throughout the jurisdiction.

At a meeting Monday District 3 Supervisor Lynn Brownley confirmed O’Gara’s plans to purchase the county’s industrial shell building and surrounding 25 acres are still on track, but the closing will not occur until late March or early April.
“The O’Gara and Industrial Development Authority (IDA) contract has lapsed,” Brownly told citizens attending the Jan. 11 Westmoreland County Board of Supervisors meeting.

District 3 Planning Commissioner John Felt was elected to the position of Chairman when the Commissioners gathered this Monday afternoon for the first meeting of the new calendar year. He replaces former District 2 Planning Commissioner Robert McDermott, a patent attorney who opted to retire from public service when his appointment ended on Dec. 31.
The public learned of McDermott’s decision when the Supervisors met on Dec. 14. The Commission has been tasked with reviewing the by-right land use activities in every zoning district and were continuing a very time intensive effort on the development of the county’s Comprehensive Plan. The outgoing Commissioner had made it known that he needed more time to devote to his legal profession and was replaced by John Munson of Coles Point.

The last sales agreement between the Westmoreland County government and the corporate soldier training establishment known as The O’Gara Group expired last week and no plans have been announced for the county’s Industrial Development Authority (IDA) to convene and execute another purchase contract.
The Westmoreland Supervisors will meet next Monday, one year after convening the late night joint closed-door session with IDA counterparts and O’Gara officials that rocked the rural jurisdiction to its core. A Circuit Court trial scheduled for March 29 and 30 will address questions resulting from the controversial January 2009 meeting and the sales agreement that was ratified late that night.
The initial sales agreement was scheduled to expire on April 1 but was extended shortly before the the expiration date. A new contract was ratified on June 29. That sales agreement expired at midnight on Dec. 31.

Last Wednesday’s hearings on the Ripol, Boyden and Hall complaints against Westmoreland County’s local government had to be postponed with substitute Judge Jay T. Swett.
Swett was unable to travel as a result of heavy snow accumulations in the Charlottesville area where he resides.
In a surprise move, the judge arranged a teleconference late last Tuesday afternoon that included all the attorneys associated with the set of claims against the county government. One day later, March 29 and 30 trial dates were established in the Westmoreland County Circuit Court.
