Textbook adoption not in 2010-2011 budget request
At last week’s meeting of the King George Board of Supervisors, one topic was a request by the School Board to transfer $250,000 from Operation & Maintenance to Instruction.
Chairman Dale Sisson and Supervisor Joe Grzeika both pressed for answers about money matters, but most were deflected by two members of the School Board prior to Supervisor Cedell Brooks Jr. putting an end to the discussion by making a motion to approve the categorical transfer as requested by the School Board. The motion passed unanimously.
With Superintendent Candace Brown out of town, School Board Chairman Lynn Pardee and member Renee Parker had appeared at the podium to address questions by supervisors regarding the transfer request.
Pardee said the savings was realized from utilities due to more efficient systems at the new high school.

School Board will ban community use of the stadium
The King George School Board this week agreed to let Superintendent Candace Brown assign maintenance duties for Hunter Field to King George High School teacher Stan Mitchell and his landscaping class.
They also directed Brown to notify the King George Youth Athletic Association, a youth football organization, and any other community groups, that the stadium field will be off limits to uses other than the football teams from the high school and middle school this fall.
Brown proposed the plan for Mitchell to take over maintenance of Hunter Field at the May 24 meeting, saying he volunteered to take it on.
“Let me emphasize we by no means are going to be able to get it into prime condition, and it would not be a permanent solution,” Brown said.
School Board member Rick Randall agreed.

The King George School Board this week voted “not to adopt any new variance policy for 2010-11.” The motion by Dennis Paulsen was approved on a split vote of 3-2.
Interestingly, when The Journal asked Superintendent Candace Brown for the existing School Board variance policy after the meeting, she said there is no policy that appears in writing, meaning it is a practice handed down by oral tradition.
For the action regarding the practice of granting variances, Chairman Lynn Pardee cast the deciding vote to not make changes to the way they are currently granted.

The approved redistricting plan for next school year is expected to free up some space at SES and redistribute more students to PES. With KGES geographically located between those two schools, it will gain some students and shift others.

The King George School Board this week approved a different school calendar for next year, 2010-11, which is markedly different from the original calendar they approved on March 22.
The main differences with the newly-approved school calendar are that a week off for spring break is before the Easter holiday, winter break is three days shorter, and school gets out in June a week earlier.
Director of Personnel Bill Wishard provided an oral report at Monday’s meeting on April 19.

The King George Board of Supervisors and the School Board both want answers to several budget questions they each submitted in advance of a joint meeting scheduled for this week.
The questions are listed below.
The joint meeting is on April 6 (following our press time), with questions distributed in advance, so each board might get a better understanding of the budgeting process on the other side.
The suggestion to provide advance questions was made by Supervisor Cedell Brooks Jr. at a budget work session on March 23.
Board members also agreed they wanted the School Board to likewise provide its questions for supervisors in advance.
The biggest question from supervisors is also the issue from which many of the rest of the questions stem.
Supervisor Chairman Dale Sisson said he wanted the School Board to provide “actual” figures for expenditures in the same format as its itemized budget request.
Superintendent Candace Brown only provides the School Board with “budgeted” numbers. Her budget request detail adopted by the School Board contains no “actual” figures for expenditures, but only “budgeted” numbers.
Budgeted numbers are obsolete at this point, since Brown turned back an unspent surplus of more than $1 million at the end of the last school year. Also, the “budgeted” numbers for the current year were amended earlier this year to match significantly lower state revenue amounts.
In addition, Deputy County Administrator/Director of Finance Donita Harper’s monthly financial reports indicate that Brown is currently executing a budget that is about $2 million less than originally budgeted, at a current $32.79 million for 2009-10.
