Rhoten’s filings are inconsistent
The latest financial filing for candidates in next week’s election on Nov. 8 was due this week on Monday, Oct. 31. This week’s financial report was to provide details from candidates on their spending and contribution activity for the period of Oct. 1-26.
Robert Rhoten handed in his late filing for the previous reporting period that was due on Oct. 17, with it signed and post-dated as Oct. 18. He also paid his late filing fine of $100.
His completed filing for that previous reporting period has some interesting notations, including a new expenditure of
$249.74 on Sept. 29 for shipping charges to a sign company.
That expenditure, along with the previously-reported item of a $30 purchase of a debit card, brought his new balance down to 40-cents on Sept. 30. What the $30 debit card has or will be used for has still not been explained.
Another discrepancy on his second and subsequent financial filings with the Registrar’s office indicates his current address as 6055 Potomac Drive in Dahlgren.
He is registered to vote at a different address, 6041 Potomac Drive in Dahlgren. But Rhoten told another of our reporters, Doug Davant, last week, which was reported, that he actually lives on 13th St. in Dahlgren with his brother and sister-in-law.
According to Registrar Lorrie Gump, if Rhoten has changed addresses since he filed his Declaration of Candidacy, he should file an amendment to indicate his latest address in the Dahlgren election district. To vote legally next week, at the polling place, he must also sign an affirmation stating his new address, as differentiated from the one listed on his voter registration.
Rhoten is running for the Dahlgren Board of Supervisor position against Ruby Brabo. The financial reporting and address discrepancies may be the least of Rhoten’s problems. (See related article on local candidates below.)

To recap for Dahlgren, Ruby A. Brabo and Robert Rhoten are running head-to-head. For James Madison, incumbent Supervisor Joseph W. Grzeika is being challenged by School Board member S. Renee Parker. For At-Large, incumbent Dale Sisson is running unopposed.
Rhoten’s latest financial report indicates a donation of $300 from John Cheadle on Oct. 2, who is a local licensed real estate broker and appraiser.
Rhoten’s previous reports included his first financial filing for the election cycle which was filed on Sept. 15, as required, to report financial activity for Aug. 11-31. He noted two large campaign contributions of $1,000 each, both received on Aug. 31. Rhoten described both business/corporate donors as, “Real Estate Properties,” with $1,000 contributed by Pal-Bro, Inc, P.O. Box 342, King George. The Virginia State Corporation Commission (SCC) website indicates Pal-Bro’s registered agent is Stanley Shawn Palivoda.
$1,000 was likewise contributed to Rhoten by SA Properties, LLC, P.O. Box 1352, Dahlgren, with the SCC also listing the company’s registered agent as Stanley Shawn Palivoda.
Stanley Shawn Palivoda is better known as Shawn Palivoda, not to be confused with his father, Stanley or Stan Palivoda.
His second filing was late. His first two attempted filings coming a day later than the Oct. 17 deadline were both deemed incomplete. One of the reasons for the incompleteness was his listing of a $300 donation from Cheadle on Oct. 2, which was outside of the reporting period required by that report, which was for financial activity from Sept. 1-30 inclusive.
Rhoten indicates that as of Oct. 26 he had a balance on hand of $300.40.
RUBY A. BRABO
Brabo’s latest report indicates she provided two contributions to her campaign totaling $440 for the reporting period adding up to an aggregate of $1,709.09 out-of-pocket to her campaign for the election cycle through Oct. 26. During the reporting period she spent $378 on advertisements, adding up to a spending aggregate of $1,948.05, which also included previous expenditures reported for additional campaign purchases for such other things as business cards, printer ink, signs, and rack cards.
She had previously reported that she had so far accepted donations totaling $330, which included $250 contributed by Robert Fuscaldo, who is a former King George Supervisor and School Board member and retired Commander of the Dahlgren Naval Base, and $80 as an unitemized donation from a single contributor.
Brabo indicates that on Oct. 26 she had a balance on hand of $91.04.
S. RENEE PARKER
Parker previously reported accepting two unitemized contributions totaling $149, and had been self-financing the rest of her campaign from her personal funds totaling $620.49 as of Sept. 30. Her expenditures were only for the purchase of signs for the election cycle to that point for the reporting periods ending on Sept. 30.
Her latest financial filing notes 20 unitemized contributions adding up to $1,935.65. Her expenditures for the reporting period include $163.35 for “campaign table items” at $66.35 and $97 for purchase of the voter registration list, labels and CD from the State Board of Elections.
Parker indicates that on Oct. 26 she had a balance on hand of $1,921.30.
JOSEPH W. GRZEIKA
Grzeika has been self-financing his campaign through loans from his own pocket which totaled $750 as of the end of September. Those loans total $1,050 as of Oct. 26 including the current reporting period. His expenditures for the period were $$260 for campaign advertisements, adding up to a total of $795 which included such other things as a hole sponsorship for a golf tournament for the Nick Mason Memorial Scholarship Fund, and palm cards. Grzeika indicates that on Oct. 26 he had a balance of $255 on hand.

Sisson has filed an allowable exemption from reporting requirements declaring he does not intend to solicit or accept any contribution from any other person or political committee during the course of the campaign and will not contribute nor expend more than $1,000 of his own personal money during the course of the campaign.
All candidates running for School Board positions or for the two Constitutional offices of Commissioner of Revenue and Commonwealth’s Attorney had previously filed forms to exempt them from interim reporting requirements, by stating that they would not be accepting contributions and would not be spending more than $1,000 of their own funds on their campaigns. The two candidates running for Sheriff are accepting contributions and spending money, most obviously on signs around the county.
SPECIAL LARGE PRE-ELECTION CONTRIBUTION REPORTS
Special Large Pre-Election Contribution reports must be filed by candidates if they receive a large contribution any time after Oct. 26 and Election Day.
Candidates for Board of Supervisors, School Board or Constitutional Officer, receiving $500 or more, must report that contribution no later than 5 p.m. on the day following receipt of the contribution, or on Monday, if received on Saturday. If a large pre-election contribution is received on the Monday before the election, then the report is due on that day.
It should be noted that contributors who have donated an aggregate of $100 or less to the candidate/committee during a single calendar year may be reported as “unitemized” on the report.
This means that the candidate/committee is not required to list the name, address or employer of individual contributors of small amounts of money. The same exemption applies to business/corporate contributors under $100 aggregate, meaning they can stay anonymous. However, if an unitemized individual or corporate contributor subsequently provides additional contributions that put them over the aggregate contribution threshold of $100, they become an “itemized” contributor. That means the name, address and employer or business information must appear on the next campaign finance report for all contributions during the election cycle.
