Colonial Beach Police Chief Blevins resigns

Council appoints Captain William Seay Interim Chief
Councilman Tommy Edwards abstained from the vote to accept Blevins' resignation but voted for Seay's appointment to interim Chief of Police.
Colonial Beach Chief of Police Kenneth Blevins, Sr. walked out of Town Center after attending a closed meeting with Council and Town Manager Val Foulds. Blevins collected his belongings from his normal seat and left the building without speaking to anyone.
Council reconvened after the closed session and Attorney Andrea Erard read resolution 8-13 which stated that Kenneth Blevins, Sr. has faithfully served as the Chief of Police for the town of Colonial Beach and the town is grateful for his dedicated service.
The resolution also stated that Blevins Sr. had submitted his resignation effective Jan. 10 and the town accepted his resignation.
The resolution also stated that a separation agreement between the the Town and Blevins was approved and Mayor Ham was authorized to sign the agreement.
A vote was called. Mayor Mike Ham, Councilmen Jim Chiarello, Gary Seeber, Tim Curtin and Councilwoman Wanda Goforth all voted in favor. Councilman Tommy Edwards abstained from the vote without giving a reason.
Next Attorney Erard read resolution 9-13 which stated that Captain William Seay has worked for the Colonial Beach Police Department for many years and possesses the training and experience to serve as the interim Chief of Police.
Seay was appointed interim Chief of Police and will have all the authority as if he were the Chief of Police, including but not limited to the ability to reorganize the police department and reassign personnel within the Department as he sees appropriate and necessary.
The resolution further stated that Seay will report to the Mayor and Town Council, but shall coordinate with the Town Manager regarding day to day operations.
An employment agreement between the Town of Colonial Beach and William Seay was approved and the Mayor was authorized to sign the agreement on behalf of the Town.
When the council-members were asked for any comments Mayor Mike Ham presented the press with copies of a prepared and typed statement. Erard also had a copy of resolution 9-13 naming Seay as interim Chief prepared as well.
Chief Blevins was not available directly after the meeting for comment so it could not be determined when his resignation was drafted.
