Tri-County Task force makes 21 arrests in Operation Impact
The Tri-County Task Force arrested 21 suspects for various charges of distribution of Schedule I or II controlled substances as a part of Operation Impact.
The first three arrests involved George B. Oliff of Montross, owner and operator of Angelo's Pizza.
Oliff was charged with five counts of distribution of an imitation controlled Schedule I or II substance.
Oliff is a respected businessman in the community of Montross and there is no doubt the charges against him will come as a shock to many residents.
Oliff is a member of Industrial Development Revitalization Committee and was very supportive of the O'Gara Group coming to Westmoreland County.
Along with Oliff, Josh R. Sanford, 31 of Montross was arrested Wednesday morning and is charged with one count of distribution of an imitation controlled Schedule I or II substance.
Lois G. Wright, 36 of Newland, Richmond County was arrested for 2 counts of distribution of an imitation controlled Schedule I or II substance.
Oliff, Sanford and Wright were all arrested without incident and were released on personal recognizance and will appear before the circuit court on June 1.
18 arrests Thursday
At approximately 2 a.m. Thursday morning the Tri-County Task Force met and coordinated simultaneous arrests, carrying out 18 arrests at approximately 3 a.m.
Several arrests involved serving warrants for distribution of either oxycodone or cocaine.
The Tri-County Task Force consists of five agencies; Westmoreland County Sheriff’s Office, King George County Sheriff’s Office, Caroline County Sheriff’s Office, the Virginia State Police and NCIS (Naval Criminal Investigative Services).

William J. Ashe, 52 of Kinsale; 2 counts of distribution of cocaine and 2 counts to distribute the same
Aretha Y. Ashton, 44 of Hague; 1 count distribution of oxycodone and 1 count of child abuse/neglect
Franklin A. Ashton, 71 of Hague; 1 count of child abuse/neglect (Franklin and Aretha are husband and wife)
Christopher C. Baylor, 49 of Hague; 1 count distribution of cocaine and 1 count to distribute the same
Anton L. Bibbens, 29 of Hague; 1 count to distribute cocaine
Charles L. Brooks, 28 of Hague; 1 count to distribute cocaine
Donald E. Carter, 58 of Lottsburg, Northumberland County; 1 count to distribute 1/2 ounce or less of marijuana and 1 count to conspire to distribute the same
Oscar B. Hackett, 66 of Hague; 1 count to distribute oxycodone and 1 count to distribute the same
Barbara A. Hinton, 55 of Kinsale; 2 counts to distribute oxycodone
Kenneth D. Honor II, 37 of Newport News; was picked up for 1 count distribution of cocaine on his second offense
Kevin M. Johnson, 48 of Montross; 1 count to distribute oxycodone and 2 counts of possessing a fire arm after a becoming a convicted felon
Maurice S. Lee, 25 of Hague; 1 count to distribute cocaine
Deborah D. Peyton, 45 of Colonial Beach; 1 count to distribute cocaine and 1 count of conspiring to distribute the same
Deandre A. Reed, 22 of Hague; 2 counts to distribute cocaine
Charles E Rooney, 45 of Hague; 1 count to distribute 1/2 ounce or less of marijuana
Samuel D. Smith, 27 of Montross; 1 count to distribute cocaine
Quinton E. Turner, 28 of Hague; 2 counts to distribute cocaine
Michael A. Woodson, 36 of Kinsale; 3 counts to distribute cocaine
All were arrested without incident.
