Tri-County Task force thwarts gang activity

The Tri County Task force has served warrants on two more individuals, Dwayne C. West 27 of Colonial Beach and Hayes J. Johnson, 30 of Hague as a part of Operation Impact.
Both individuals were incarcerated at the time and are being held without bond at the Northern Neck Regional Jail. West and Johnson will come before the Westmoreland Circuit Court on June 1.
West has been charged with two counts of actively participating in a street gang, namely “Pound Property”.
Pound Property has been listed on the State Police Website as a gang for years according to Chief Kenneth Blevins Sr.
Blevins also said that Pound Property originated and is confined mostly to the northern part of the county and primarily in Colonial Beach. Confirmed gang related activity in recent years has been confined to tagging and marking but due to aggressive law enforcement from all agencies in the vicinity gang activity has dwindled in the past few years.
West is a convicted felon who plead guilty to voluntary manslaughter in April of 2005 for a shooting that took place in Riverwood on Sept 19, 2004.
The shooting was one of four committed in Colonial Beach by various people over a six month span from late 2004 to early 2005 according to Chief Blevins.
West was arrested by Colonial Beach Police during a recent round up of six individuals alleged bot be involved in drug related crimes.
West, then 26, was arrested on May 7 and charged with two counts of felony distribution of a controlled scheduled I or II substance.
Indictments were served to West while incarcerated on May 25 by the Tri-County Task Force, one for distribution of a cocaine, and two counts to conspire to sell the same and two indictments for actively participating in a street gang.
Hayes J. Johnson, 30 of Hague was charged with one count of distribution of oxycodone and one count to conspire the distribute the same.
